The challenge
Public services play a key role in tackling major social issues in the UK, including homelessness, health, education, employment, and children’s services. However, while the government is good at delivering services at scale, they often struggle to meet the needs of people with complex challenges that cut across service delivery siloes. This results in the individual’s problems persisting or worsening, leaving public services to firefight rather than prevent crises.
Our approach
We invest in Social Outcomes Partnerships funds that provide the upfront working capital needed by social enterprises and charities to deliver outcomes-based contracts. To-date, over 80 outcomes-based projects commissioned by the UK government have been funded by these specialist funds.

Individuals with complex needs supported
AllChild is one of the organisations supported through Bridges Social Outcomes Funds. Working in schools across England, AllChild delivers a personalised two-year Impact Programme to children and young people from disadvantaged backgrounds. The programme sees young people engage with existing support services in their communities and is coordinated by dedicated Link Workers embedded in every school, who build trusting relationships with each child to help develop their social, emotional and academic skills.
Through an outcomes partnership with four West London boroughs, the programme connects schools, local authorities, community organisations and philanthropists in a joined-up network of support and opportunities around each child. The latest results from 2025 in London show that 75% of persistently absent children improved their attendance, 75% moved out of risk in social or emotional wellbeing and 50% of those behind at school improved in English and maths.
